Frances Elaine Burns, born Frances Elaine Lipsey, in Des Moines, Iowa, March 31, 1924, passed away in her home in Carlsbad, California, with her only remaining daughter, Carolyn Burns, by her side on October 10, 2020 at 96.5 years of age, of congestive heart failure. Frances is survived by her youngest sister, Barbara Nagorner of Rancho Bernardo, California, her youngest daughter, Carolyn Burns, and her son-in-law, Lawrence Wolff of La Honda, California, multiple, loving cousins, nieces, nephews, friends, and ex-colleagues. She was the middle child of 5 between Leonord Pidgeon, Alfred Lipsey, Rose Lee Pomerantz and Barbara Nagorner. Frances had a very full life marked by success in business, in a real estate career spanning over 50 years, a very close-knit family and many great friends. Her personal life was fraught with tragedies including the loss of her adored 4-year-old daughter, Andrea Lee Burns, to Cancer and our beloved, Bari Lynn Burns, at 16 to a gunshot accident. Frances was admired for her wisdom, frankness, and business sense, always willing to listen and offer up some good advice. She had a fun-loving spirit and was known for being a fashionista extraordinaire, a jewelry connoisseur, having a great eye for decorating and was a shopaholic up to the very end, when her daughter pushed her in her walker through Steinmart’s last days to grab up some clearance items, her final week of life. Frances’s ashes will be buried at Hillside Memorial Park in Los Angeles with her husband, David Burns, daughters, Bari and Andy. There will be a small, private Memorial for close family and friends on October 25th, 2020.

As I told Fran at her birthday party I will always remember her distinctive laugh and her twinkling eyes. Now she has joined many loved ones and friends!

I was fortunate enough to meet Fran through her daughter daughter Carolyn and she always made an impression on me with her vivacious personality, her sense of style, her sense of humor and her kindness.
I know you up there looking down on us with a snazzy outfit,all of your jewels on and not one hair out of place. Rest In Peace Fran, you will truly be missed!
